CLASS DESCRIPTION

The Baltimore City Fire Department (BCFD) is seeking a dynamic, results-driven individual to fill the role of Director of Governmental Affairs.

Under the direction of the Chief of Staff to the Fire Chief, this position manages the legislative and government relations strategy for the BCFD as well as oversees the planning, creation and execution of outreach and strategic communication efforts with elected officials.

This position requires strong alignment with the City of Baltimore’s and BCFD’s mission, values, and strategic vision, as well as demonstrated success, professionalism, responsiveness, sound judgment, and flexibility working in a complex, fast-paced environment.

ESSENTIAL FUNCTIONS

  • Oversees and monitors the day-to-day operations of governmental affairs for the BCFD and works with agency leadership to ensure that long-range legislative strategies best serve the agency’s goals and are consistent with the City’s overall needs.
  • Analyzes all proposed and enacted legislation related to BCFD and prepares briefings as to potential effects of the legislation on the agency’s operations and initiatives.
  • Cultivates and sustains positive and effective relationships with elected and appointed officials at the federal, state, and local levels.
  • Develops and champions agency legislation, ensuring alignment with BCFD’s mission, vision, and goals.
  • Works closely and collaboratively with the Mayor’s Office of Government Relations (MOGR), serving as BCFD’s representative at all related meetings and timely handling all bill reports, projects and deadlines coordinated through MOGR.
  • Engages with legislators and their staff to raise awareness about BCFD programs, policy positions, and funding needs.
  • Serves as key contact for coordinating responses to constituent concerns forwarded to BCFD by local, state and federal legislators, MOGR, and other partners.
  • Provides research for the Fire Chief in preparation for meetings, interviews, and other activities involving the Mayor’s Office, Baltimore City Council and / or State Assembly.
  • Performs other related duties as assigned.

EDUCATION AND EXPERIENCE REQUIREMENTS

EDUCATION : Have a bachelor’s degree from an accredited college or university in Business Administration, Public Administration, Management or a related field.

EXPERIENCE : Have eight (8) years of experience in related administrative, operations, technical or professional work, one year of which must have included project management and / or governmental affairs.

Prior experience with coordination of legislative strategy and / or a minimum of five (5) years working for municipal government strongly preferred.

NOTES (EQUIVALENCIES) : Have an equivalent combination of education and experience.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Ability to plan, organize, prioritize and manage a program of administrative functions in an organization.
  • Ability to compile financial and operational data and to analyze bills, legislation, charts, reports and statistical and budgetary statements.
  • Ability to develop, implement and interpret policies and procedures.
  • Ability to speak and testify effectively before governmental and legal bodies and commissions, the media and community and business groups.
  • Ability to interpret laws, rules, regulations, standards and procedures.
  • Ability to write effectively, and present reports and recommendations clearly and concisely.
  • Ability to establish and maintain collaborative working relationships.
  • Ability to supervise and direct the activities of staff, as needed.
