SUMMARY

Under general supervision, provides data collection, management, research, analysis and reporting for Employee Relations processes and functions;

provides administrative assistance for the Office of Employee Relations leadership, including special projects and customer service.

Essential duties and responsibilities may include, but are not limited to, the following :

  • Compiles and analyzes data and prepares a variety of standard and technical reports .
  • Identifies issues within data analyzed and makes recommendations for improving data quality, where relevant, or for explaining results most effectively.
  • Represents the District in unemployment compensation hearings; works collaboratively with TALX (outside contractor for unemployment requests);

prepares cases for hearing.

  • Reports all disciplinary action for teachers and other licensed staff to the Minnesota Board of Teaching.
  • Develops, organizes, systematizes, analyzes and maintains case and contract data management for Employee Relations.
  • Assists in the development, design, and maintenance of the Employee Relations webpage, and responds to all web based inquiries.
  • Assists with the collective bargaining process such as gathering information, performing research, updating work plans, agendas, and reviewing costing data.
  • Coordinates and supports the efficient and effective operation of the Employee Relations department ensuring timely and customer-friendly service in a manner that is compliant with laws, contracts, and District policies, standards, rules and procedures.
  • Assists in the review and handling of data requests for confidential information / records received from attorneys and other authorized parties.
  • Performs case intake on allegations related to employee performance and / or conduct; acts as a back up to Employee Relations associates.
  • Designs, develops, and produces Employee Relations presentations to the Board of Education, including updates, summaries, settlements, resolutions, and collective bargaining agreements .
  • Completes and coordinates special projects, program assignments, and research functions.
  • Demonstrates courteous and cooperative behavior when interacting with students, clients, visitors, and MPS staff; acts in a manner that promotes a harmonious and effective workplace environment.
  • Exercises initiative in performing administrative duties and resolving problems; tracks assigned issues and effectively communicates operational information.
  • Composes correspondence, technical documents and other communications on a variety of subjects requiring knowledge of the operations of the work group ;

  • Enthusiastically promotes the Superintendent’s goals and priorities in compliance with all policies and procedures.
  • Maintains absolute confidentiality of work-related issues, records and MPS information.
  • Other duties or tasks may be assigned on an as-needed basis

MINIMUM QUALIFICATIONS

Education, Training and Experience Guidelines

Bachelor’s Degree in Business Administration, or related field; AND one ( 1) year of experience in a Labor Relations or Human Resources setting;

OR an equivalent combination of education, training and experience as determined by Human Resources.

Knowledge of :

  • Data analysis techniques and structures.
  • Microsoft suite office products (advanced capability).
  • Work planning and project management practices.
  • Professional standards for business correspondence, writing, spelling and grammar.
  • Customer service standards and protocols.
  • Correct English grammar, composition, spelling, punctuation and vocabulary.
  • Principles of record keeping, records retention, records management, and file maintenance.
  • Applicable state and Federal rules and regulations governing public education.
  • MPS administration policies, including personnel rules.
  • Computer systems and associated hardware and software.

Skill in :

  • Researching, collecting, analyzing, and preparing data.
  • Designing and producing written reports in a variety of formats.
  • Planning, prioritizing and completing assignments with minimum supervision.
  • Organizing and monitoring work flow; managing multiple tasks simultaneously.
  • Communicating effectively with a wide range of co-workers and external stakeholders.
  • Answering questions, advising staff, and resolving problems.
  • Responding professionally, effectively and efficiently to customer service requests.
  • Establishing and maintaining effective working relationships with co-workers and clients.
  • Operating a personal computer utilizing specialized software, and entering information into a computer system with speed and accuracy.
  • Communicating effectively verbally and in writing.
  • Using initiative and independent judgment within established procedural guidelines.

LICENSE AND CERTIFICATION REQUIREMENTS

A valid Minnesota State Driver’s License may be required.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT

Work is performed in a standard office environment which requires occasionally lifting such articles as file boxes or heavier materials with help from others and / or lifting and carrying light objects frequently.

A job is in this category may require walking or standing to a significant degree or may involve sitting most of the time with long periods of computer work and heavy phone usage.

Final candidates may be invited to interview with a committee. Final appointment to this position will be contingent upon passing a criminal background check.
