The Opportunity :

The Financial Services Program provides centralized budget, accounting, payroll, and benefits to support the agency and program operations.

Financial Services works to ensure budget and accounting operations are completed in compliance with state and federal guidelines as well as agency policies and procedures.

The Financial Services Program is hiring two non-permanent Fiscal Analyst 2 positions. These positions are critical members of the accounts receivable section who manages reconciliations and interagency agreements.

These positions receives, deposits, and accurately records program revenue in a timely manner. As a cashier you will perform complex accounts receivable functions, such as but not limited to, fiscal year end closing adjustments and accrual journal vouchers for revenue, reviewing, analyzing, and auditing bank confirmations, receipts, and disbursement of revenues received.

In addition, these positions serve as the primary back-up to the agency's travel lead.

What to Expect

Some of the various responsibilities as a Fiscal Analyst 2 :

  • Interprets and explains OFM cashiering rules and regulations and WSDA policy for revenue and payments to agency employees.
  • Reviews and analyzes cashiering regulations and processes to recommend specific improvements to the agency cashiering policy for additional efficiencies.
  • Processes the receiving, coding, recording and depositing of all forms of revenue received by the agency within 24 hours of receipt.
  • Completes requested corrections and JV corrections. Make JV and IAP payment

batches.

  • Reviews, analyzes and reconciles general ledgers and program funds.
  • Analyzes revenue accrual reports and makes JV adjustments.
  • Enters contract information into ECMS.
  • Reviews and monitors interagency contractual reimbursements.
  • Interprets and explains travel rules and regulations and WSDA travel policies to

agency employees.

Analyzes, interprets, and assigns appropriate expenditure codes to process paper and

electronic travel vouchers, tuition reimbursement requests, travel advances and A-19-2A

reimbursement requests.

Who should apply?

Applicants with :

  • High School Diploma or GED.
  • Five (5) years of Fiscal or Accounting experience.
  • Higher education which includes 18 quarter, or 12 semester hours of accounting, auditing, or budgeting may substitute year for year for up to four years of experience.

In addition to the above qualifications, the following knowledge, skills, and abilities will make a candidate highly desirable :

  • Bachelor's degree in a financial related field, certification as a Public Accountant, Internal Auditor, Certified Governmental Financial Manager or Management Accountant can be substituted for professional experience.
  • Knowledge or state and agency fiscal policies
  • Demonstrated Intermediate level of Microsoft Excel skills.
