Job Summary

This position is located in the Department of Energy and Environment (DOEE), Environmental Services Administration, Air Quality Division.

The mission of DOEE is to protect the environment, conserve natural resources, and improve the quality of life in the District of Columbia.

As the nation's capital city, the District will become a model of environmental protection and sustainable environmental practices.

In partnership with other District agencies, the federal government, business groups, non-profit organizations, and residents, the department will help instill environmental awareness through innovation and best practices.

Duties and Responsibilities

The Associate Director will manage day-to-day operations of the division and is responsible for the regulation and protection of air quality which include monitoring and assessment, permit issuance, and compliance and enforcement programs.

In a supervisory capacity, the Associate Director will work with program management to oversee federal grants, district budget commitments, locally issued grants, and provide oversight for outreach activities.

The Associate Director will work closely with the Federal Environmental Protection Agency, regional air quality groups and other stakeholders, and sister DC agencies.

The incumbent will work independently under the general supervision of the Deputy Director of the Environmental Services Administration.

Exercise full program planning and managerial responsibility. Oversee all administrative functions associated with managing the division’s programs, including the preparation of budgets and other financial documents and reports;

statistical reports; personnel actions; as well as contracts and procurement. Ensure the program maintains its files, correspondence, and documents in good order.

Manage and direct subordinate supervisors and staff consisting of engineers, scientists, specialists, technical / para-professional, and administrative support personnel.

This includes the assignment and review of work; utilization of personnel to accomplish work objectives and to develop increased capabilities of employees;

rating employee performance in accord with established standards; recommending personnel actions interviewing and selecting new employees as well as approving leave.

Develop plans, reports and compliance schedules in coordination with responsible District of Columbia implementation agencies.

Oversee the distribution of local and federal funds for the administrative, operating and capital costs to comply with the local and federal mandates and goals.

Qualifications and Education

Specialized Experience : Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position.

To be creditable, the incumbent must possess at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression.

Licensure / Certification

Incumbent is required to possess a valid driver’s license.

Duration of Appointment : This is a Management Supervisory Service (MSS) regular appointment position which is considered at will and is not covered under a collective bargaining unit.

Residency Requirement : If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
