Position Summary

Under the general direction of the Public Works Director and working in collaboration with leadership in the Facilities Management Department, the Safety and Compliance Officer works to maintain compliance with safety and environmental regulations and procedures.

The Safety and Compliance Officer plans, directs, manages, and implements Allegheny County’s Safety Program to ensure a safe and healthy work environment, and assists Department management with special projects.

Overview :

Work is performed in an office setting and in the field in a variety of settings. Position requires travel to off-site locations and may require attendance at evening meetings and support of special project deadlines outside the normal workweek.

Duties :

  • Leads the Environmental Health and Safety Program for Allegheny County.
  • Chairs the County-wide Safety Committee.
  • Supervises and directs the work of staff responsible for safety programs throughout the County.
  • Develops, updates, and maintains the Countywide Safety Manual and related documents.
  • Plans annual Safety Fairs and programs; prepares exhibits and materials for display purposes.
  • Maintains relevant Countywide databases of AED devices; Fire Hoses; Fire Extinguishers, and ANSUL Systems.
  • Plans, implements, and assists in the development of safety policies, procedures, and programs.
  • Trains supervisors, managers, and employees regarding safety issues and safe work conditions; instructs County employees on correct handling techniques for chemicals, toxins, equipment, and other materials.
  • In conjunction with Human Resources, investigates, researches, and analyzes data and information pertaining to Safety and Worker’s Compensation;
  • coordinates and reviews claim files and strategies with third-party administrators to reduce claims through the investigation of accidents and injuries and return-to-work plans;

supports Departments in accident reporting, investigations, and proper follow through with the goal of creating and sustaining a safety-first work culture.

  • Attends regularly scheduled Countywide Worker’s Compensation claims review meetings.
  • Serves as County’s Designated Employer Representative (DER) for DOT-required drug testing program; manages random pool in conjunction with contracted testing provider.
  • Implements prevention strategies, accident investigation training, work-site safety practices and fire prevention.
  • Conducts inspections of County facilities and work areas to detect existing and / or potential accident and health hazards.
  • Devises and administers testing procedures, safety inspections, fire inspections, education programs, and tours.
  • Provides signs, posters, barriers, health and safety booklets and other materials throughout County Departments to establish awareness of an / or prevent hazardous conditions / areas.
  • Ensures compliance with local, state, and federal guidelines including DOT, DEP, and DOH.
  • Maintains safety files and records.
  • Conducts FMCSA queries for applicable positions as part of the pre-employment process.
  • Perform other related duties as requested or required.

Knowledge, Skills, and Abilities Knowledge of :

  • Principles and methods of Project Management.
  • Current industry standards for safety best practices.
  • Local, state, and federal safety laws.

Skill in :

Microsoft Office Suite

Ability to :

  • Communicate effectively both orally and in writing.
  • Manage multiple priorities at once.
  • Display excellent leadership skills.
  • Respond, analyze, and resolve emergency situations quickly.
  • Lift and / or move up to 10 pounds.
  • Prioritize and organize safety issues.
  • Work with internal and external stakeholders to develop new and build on current safety policies and procedures.
