The City of Anaheim is seeking an experienced for its Planning Department to direct, manage, supervise, and coordinate the programs and activities of the Community Preservation and Licensing Division.

The ideal candidate will have a strong background in navigating evolving legal and regulatory requirements including in the areas of zoning, building, and public nuisance, with proven experience in managing varied complex municipal programs.

They will possess excellent writing and presentation skills, enabling effective communication of policies and initiatives.

A solid understanding of code enforcement is essential, along with exceptional leadership and collaboration abilities.

The Community Preservation & Licensing Division promotes and implements standards to improve the quality of life, safety, and aesthetics of the community through education, cooperation and responsive enforcement.

The Divisions programs include code enforcement, environmental enforcement, parking enforcement, short-term rental enforcement, the Quality Rental Housing Program, and administration of the Citys Coyote Management Plan, Taxicab Administration program, Business License and Transient Occupancy Tax programs.

The Division also manages the Citys graffiti removal, shopping cart retrieval services, and animal control contracts.

Essential Functions

  • Assume management responsibility for all services and activities of the Community Preservation and Licensing Division.
  • Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; recommend, within departmental policy, appropriate service and staffing levels.
  • Plan, direct, coordinate, and review the work plan for Community Preservation and Business Licensing staff.
  • Select, train, motivate, and evaluate personnel; provide or coordinate staff training.
  • Oversee and participate in the development and administration of the division's annual budget; participate in the forecast of funds needed for staffing, equipment, materials, and supplies.
  • Develop, implement, manage, and oversee a variety of highly complex community preservation programs.
  • Oversee business license regulations, permits, and collection of Transient Occupancy Tax.
  • Collaborate with the Planning Director, Mayor, and City Council regarding highly complex and sensitive community matters and programs.
  • Present research, analyses, and recommendations to the City Council.
  • Serve as the liaison for the Community Preservation and Licensing Division with other divisions, departments, and outside agencies;

negotiate and resolve sensitive and controversial issues.

Qualifications

Experience and Education :

  • Six years of increasingly responsible code enforcement experience including two years of administrative and supervisory responsibility supplemented by a Bachelor's degree from an accredited college or university with major course work in business or public administration, urban planning, law enforcement, or a related field.
  • An equivalent combination of experience and education sufficient to perform the essential job functions and provide the required knowledge and abilities is qualifying.

Knowledge of :

Operational characteristics, services, and activities of a wide variety of highly complex community preservation programs;

principles and practices of code and law enforcement.

  • Principles and practices of program development and administration.
  • Investigative principles and practices.
  • Regulations and requirements pertaining to the collection and storage of evidence.
  • Occupational hazards and standard safety practices.
  • Principles and practices of municipal budget preparation and administration.
  • Principles of supervision, training, and performance evaluation.
  • Pertinent federal, state, and local laws, codes, and regulations including zoning, land use, business permit, public nuisance, housing and other related regulations.

Ability to :

  • Oversee and participate in the management of comprehensive code enforcement, business licensing, and other highly complex community preservation programs.
  • Oversee, direct, and coordinate the work of lower level staff; select, supervise, train, and evaluate staff.
  • Participate in the development and administration of division goals, objectives, and procedures.
  • Prepare and administer large program budgets.
  • Prepare clear and concise administrative and financial reports.
  • Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
  • Research, analyze, and evaluate new service delivery methods and techniques.
  • Interpret and apply federal, state, and local policies, laws, and regulations.
  • Communicate clearly and concisely, both orally and in writing.
  • Establish and maintain effective working relationships with those contacted in the course of work.

License / Certification Required :

Possession of an appropriate, valid driver's license.

Environmental Conditions :

  • Work is performed primarily in a standard office setting with some travel to different sites.
  • Incumbents may be required to work extended hours including evenings and weekends.

Physical Conditions :

  • Primary functions require sufficient physical ability and mobility to work in an office setting.
  • To stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and twist.
  • To lift, carry, push, and / or pull light to moderate amounts of weight; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard.
  • Verbally communicate to exchange information.
