Job Title : Director of Business Services

Reports to : Superintendent

Building : District Office : 12-month position

Start Date :   Immediate desired; will hold position for strong candidate to allow smooth transition

Salary : $125,000+ starting plus generous benefits package

Years of Experience : 5+ Years (School-Based Experience highly preferred)

Overview :

The Director of Business Services oversees all financial operations within the Prescott School District (PSD), ensuring fiscal compliance, accountability, and long-term sustainability within a budget serving 1,250 students. This role also leads the district’s human resources functions, supporting all staff through the full employee lifecycle—from recruitment and onboarding to benefits administration, ongoing employee support, and retirement planning. Additionally, the Director oversees district communications, ensuring clear, consistent, and effective messaging with internal and external stakeholders.

Key Responsibilities :

  • Finance & Budgeting :
  • Lead and supervise finance, payroll, and communications staff, ensuring high standards of accuracy, accountability, and service.
  • Direct the development and management of district budgets, grant allocations, student activity funds, and levy certifications.
  • Oversee the preparation and presentation of financial reports to the Superintendent, School Board, and external auditors.
  • Manage payroll operations, including benefits deductions, unemployment claims, and compensation programs, in alignment with district policies and labor agreements.
  • Ensure strict compliance with governmental accounting standards, including GAAP and WUFAR, and maintain transparent, audit-ready financial practices.
  • Human Resources & Employee Support :
  • Oversee all aspects of HR operations including hiring, onboarding, contract management, and benefits administration.
  • Ensure compliance with the employee handbook and internal HR policies.
  • Provide strategic guidance on employee benefits such as health, dental, life insurance, retirement plans, FMLA, worker’s compensation, and various leave programs.
  • Lead the development and implementation of employee orientation, training, and engagement initiatives to support a positive and inclusive workplace culture.
  • Serve as the organization's lead authority on HR compliance, ensuring adherence to all applicable state and federal employment laws and regulations.
  • Leadership & Collaboration :
  • Collaborate closely with the Superintendent, school principals, and department leaders to align staffing, compensation, and budgeting decisions with district goals and priorities.
  • Design and implement sustainable recruitment strategies and competitive benefit offerings to attract and retain high-quality staff.
  • Foster a positive, inclusive, and team-oriented workplace culture by modeling strong leadership, supporting staff through challenges, and addressing workplace concerns with discretion and care.
  • Lead district-wide financial audits, ensure timely and transparent reporting, and contribute to the development and refinement of fiscal and operational policies.

Essential Functions :

  • Direct supervision of service staff (finance, payroll, communications).
  • Develop protocols for onboarding, contracts, benefits, and compliance.
  • Ensure financial integrity through accurate reporting and monitoring.
  • Maintain a system for employee records, payroll accuracy, and benefit alignment.
  • Support organizational development and staff well-being.
  • Qualifications :

  • Bachelor’s degree in accounting, finance, human resources, business administration, or a related field required; Master’s degree strongly preferred.
  • Demonstrated experience in school finance, governmental accounting, or nonprofit financial management preferred.
  • In-depth knowledge of employment and education-related laws and regulations, including FMLA, ADA, Title VII, COBRA, FERPA, and HIPAA.
  • Proven expertise in budget development, multi-year financial forecasting, and regulatory compliance.
  • Proficiency in financial and HR software systems, particularly Skyward, as well as strong working knowledge of Google Workspace and Microsoft Office.
  • Exceptional organizational, communication, and project management skills, with the ability to collaborate effectively across departments and lead cross-functional initiatives.
