Responsibilities
- Development and preparation of all engineering and technical documentation.
- Implement robust processes to address the life cycle requirements of each product support area.
- Facilitate the transfer of information, lessons learned, and best practices across all customers and contractors serviced under this task order within constraints of proprietary rights.
- Demonstrate multidisciplinary teamwork whereby all appropriate technical disciplines are applied to satisfy identified needs.
- Conduct systems architectural analyses to include system design / design feasibility and state-of-the-art assessment.
- Produce architectures which assess users' needs, document planned and existing systems intended to meet the needs, determine deficiencies, develop alternative solutions, recommend solutions to meet the deficiencies, and support development of a plan to implement the chosen solution.
- Provide developmental planning support in evaluation of the military mission to be accomplished and related requirements documentation.
- Assist in project workload development.
- Compare the ability of existing and / or derivative existing systems to meet mission needs / requirements.
- Detail operational requirements and functional interactions within the system and with other systems, considering life cycle costs, logistics supportability, human factors, et al.
to determine if the basic building blocks of the system are defined in sufficient detail to support a development program effort.
- Define technical performance / high-risk tasks which will be important to measure and control during the course of a development effort.
- Plan the integration of existing technology into appropriate engineering documents and acquisition and sustainment processes.
- Assist in the planning of various forms of technology transfer projects, including Cooperative Research and Development Agreements (CRDAs), license and / or patent agreements, testing agreements, and technical consulting.
- Assess mission needs and current armament capabilities and deficiencies to determine relative importance and potential pay-off of current and proposed statements of technology need.
- Identify potentially high payoff and technology-deficient areas to emphasize the more important technology developments for potential contribution to future armament capabilities.
- Conduct Analysis of Alternatives for munitions and munitions systems.
- All models, tools, and methodology used for the analysis will be government approved and not contractor proprietary.
- Requirements include best case analysis, which would support mission needs analysis and Analyses of Alternatives (AOA), comparative analysis, excursions analysis, sensitivity analysis, and uncertainty analysis.
- Translate DoD user requirements into system requirements for designing, developing, testing, and evaluating systems and subsystems.
- Maintain overall system design baseline (architecture and interoperability requirements).
- Perform reviews, studies, audits, evaluations, and analyses and provide technical recommendations to the Government.
- Provide engineering analysis of system training, training equipment, and simulator requirements; prepare technical documentation;
and provide engineering evaluation of equipment and simulator designs.
- Conduct engineering performance, effectiveness, cost effectiveness, cost performance, life cycle cost, producibility, reliability and maintainability, risk and scheduling trade-off studies.
- Conduct simulation studies to evaluate all aspects of armament system development and acquisition to include but not limited to system and component performance, engineering trade-offs, system effectiveness, and logistics.
- Conduct "make or buy" analyses for systems, subsystems, and components of principal support and test equipment.
- Develop, evaluate, and execute systems test plans (such as test and evaluation master plan (TEMP)) and participate in the conduct of system, subsystem, and component testing.
- Conduct analyses of industrial base capabilities and capacities for support of munitions system development and acquisition.
- Conduct and evaluate time and engineering cost estimates in support of research, development, test, training, and acquisition of munitions related systems.
- Perform engineering tasks concerned with definition of systems requirements and performance.
- Develop and utilize analytical and simulation analysis techniques to optimize system performance and / or system effectiveness;
establish system sensitivities, define system parameters, evaluate hardware and validate flight test results in terms of overall system relationships and applications.
- Prepare and review program peculiar specifications for items, processes, and materials.
- Review, evaluate, and monitor acquisition Contractor drawings for completeness, currency, technical accuracy and conformance to requirements, specifications, regulations, and quality control.
- Develop, prepare, review, and integrate selected milestone review documentation, periodic reports, and certifications and recommend and prepare changes.
- Provide engineering efforts on systems, products, or materials required to resolve technical or supportability deficiencies revealed in system resting, sustainment, maintenance, and operation.
- Apply Integrated Life Cycle Management Analysis and diversified professional engineering concepts, theories, and practices to achieve objectives by adapting and applying methods and techniques of related scientific disciplines.
- Provide direct support to various IPTs to perform engineering trade studies, requirements analysis, root cause analysis, design trade studies, evaluate the application of emerging technologies;
and otherwise support, refine, improve, and document applied systems engineering principles / processes as they are applied in support of the Branch.
- Support integrated logistics support efforts, provisioning and source coding, maintenance data collection, technical order management, configuration management, analyses of Air Force Technical Order, evaluation of quality deficiency reports, and / or identification of alternate sources of supply for diminishing manufacturing / materiel sources preferred.
- Experience with Electronic Warfare and / or Air Combat Operations, training, and development of tactics, techniques, and procedures, as well as Range infrastructure architectures and systems, range systems design, development and testing of electrotechnology (any electrical and electronic) systems.
Experience
- Support product design, analysis, and testing in all areas of electro-technology applications such as analog and digital circuits and systems analysis;
- digital signal processing techniques and implementations; Electromagnetic Interference (EMI) / Electromagnetic Compatibility (EMC) analysis;
- Power supply evaluation; Radiofrequency component analysis; Microcircuits (e.g., Field Programmable Gate Array (FPGA), microprocessors, memory circuits) evaluation;
and Radiation hardened electronic circuits analysis and evaluation.
Experience with Electronic Warfare and / or Air Combat Operations, training, and development of tactics, techniques, and procedures, as well as Range infrastructure architectures and systems, range systems design, development and testing of electrotechnology (any electrical and electronic) systems.
