Description

Noblis is seeking Technical Project Managers to support the Federal Aviation Administration (FAA) Air Traffic Systems and Surveillance Services directorates within the Program Management Organization (PMO).

Employees will manage all aspects of program and project management, ensuring FAA operational policies, processes, and program elements are integrated and documented.

Technical Project Managers will support a variety of programmatic and functional elements across automation, communications, navigation, and surveillance portfolios in sustainment or as they progress through the FAA Acquisition Management System (AMS).

Responsibilities

  • Support all aspects of program and project management, including planning, developing, organizing, coordinating, and conducting ATO organizational activities.
  • Ensure FAA operational policies, processes, and program elements are integrated and documented.
  • Potential to take on task order manager responsibilities under the contract, including managing all task order activities and deliverables, in accordance with Noblis enterprise program / project management standards and ISO 9001 : 2015 - Quality Management System (QMS) requirements.
  • Interface with government management personnel, contractor managers, and customer agency representatives to ensure effective communication and coordination.
  • Prepare and deliver program management-related tasks and deliverables, ensuring they meet quality and timeliness standards.
  • Serve as primary client interface providing status reporting and project documentation.
  • Provide program management, planning, and integration support to a portfolio of programs.
  • Provide technical leadership; strategic and tactical planning; and oversight in the management and administration of the Task Orders.
  • Ensure technical performance of all Work Breakdown Structure (WBS) area products and services within cost and schedule for each Task Order.
  • Manage and supervise the work efforts of subordinate personnel.
  • Facilitate meetings, ensuring clear communication and effective decision-making.
  • Apply critical thinking and analysis skills to solve complex problems and make informed decisions.

Required Qualifications :

Required Qualifications

  • Successfully pass an FAA background investigation / verification and receive a successful final suitability determination.
  • Management experience in projects involving planning, integrating and implementation of complex systems and equipment, preferably aviation-related.
  • Experience serving as task leader for all aspects of contract management including cost, schedule, risk, and performance.
  • Experience delivering strategic leadership and guidance to a project team.
  • Experience supporting program staffing and recruiting needs.
  • Experience managing client relationships across the project, including stakeholders.
  • Experience supporting business development activities.
  • Demonstrated cross-functional team collaboration and program management skills in a rapidly changing, high intensity, mission-oriented work environment.
  • Demonstrated leadership experience and ability to adapt, with willingness?to readily take ownership of tasks and problems, which often extend beyond initial scope of responsibility.
  • Expertise in documentation, presentation tools, and project management tools such as MS Project and Jira.
  • Strong oral, written and interpersonal communications skills.

Educational and Experience Requirements

Work experience that is not relevant to the labor category definition will not be considered in the Years of Relevant Experience calculation.

Senior-level

  • Minimum of 15 years experience managing a wide variety of technical and administrative projects with bachelor's degree in any discipline.
  • Masters degree specializing in Business, Engineering, Mathematics, Science, or Information Technology (IT) may be substituted for a Bachelors degree in any discipline and 10 years relevant experience, pending customer approval.
  • Compensation Ranges - Oklahoma : $98,190 - $224,440

Mid-level

  • Minimum of 10 years experience managing a wide variety of technical and administrative projects with bachelor's degree in any discipline.
  • Masters degree specializing in Business, Engineering, Mathematics, Science, or Information Technology (IT) may be substituted for a Bachelors degree in any discipline and 5 years relevant experience, pending customer approval.
  • Compensation Ranges - Oklahoma : $81,270 - $153,405

Junior-level

  • Minimum of 5 years experience managing a wide variety of technical and administrative projects with bachelor's degree in any discipline.
  • Masters degree specializing in Business, Engineering, Mathematics, Science, or Information Technology (IT) with no experience.
  • Compensation Ranges - Oklahoma : $61,020 $126,970

Desired Qualifications :

Desired Qualifications

  • Demonstrated FAA and / or Aviation and Aerospace experience.
  • FAA Acquisition Management System (AMS) expertise is desired / a plus.
  • Agile Certifications, PMI Certifications (PMP), or Lean Six Sigma Black Belt are highly desirable.
  • Customer-service and goal oriented.
  • Ability to work both independently and as part of a team; Proactive, solution-oriented, with exceptional time management skills.
  • FAA experience highly desired.

Locations may vary depending on location of the project. Some primary on-site locations include : Washington D.C., Egg Harbor NJ, and Oklahoma City OK.

Possibility of some roles allowing for remote / hybrid employment.

All roles require U.S. citizenship or green card permanent resident who has resided in the U.S. for 3+ years

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws.

The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours.

The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis total compensation package for employees.

Posted Salary Range :

USD $61,020.00 - USD $224,440.00 / Yr.
