The Idaho Department of Health and Welfare's Division of Medicaid is recruiting a Compliance Officer at our Boise location.

Medicaid currently helps 330,000 Idahoans with low incomes and disabilities access medical care, behavioral health care, and other critical supports so that they can lead healthy and independent lives.

This position will report to the Medicaid Deputy Administrator.

We are seeking a candidate with a legal background who is proactive, detail-oriented, highly collaborative, and eager to help develop solutions.

The Compliance Officer will support Medicaid in maintaining compliance with legal standards and identifying areas for improvement in oversight.

The position will work closely with the policy team and the Bureau of Care Management, the Bureau of the Idaho Behavioral Health Plan, the Bureau of Long Term Care, and the Bureau of Developmental Disability Services.

In the future this position will also support Children's Developmental Disability Services. The position will be responsible for recommending contract, program, and process changes to help the bureau chiefs develop and implement corrective action plans for state and federal audits.

The Compliance Officer will also lead strategic planning to support long-term improvements in transparency, accountability, and oversight.

This position may be eligible for telework after successful completion of probation and necessary training.

EXAMPLE OF DUTIES :

  • Develop strong knowledge of state and federal laws and regulations governing Medicaid.
  • Oversee, track, and provide legal opinion and technical assistance for bureaus with corrective action plan development and implementation.
  • Lead and coordinate responses during state and federal audits.
  • Work with contract / subgrant monitors and program managers to develop and share compliance resources across Medicaid bureaus and other divisions in the department.
  • Oversee, track, and provide technical assistance to help bureaus maintain compliance with managed care reporting and other federal mandated reporting.
  • Collaborate with policy team to help bureaus implement regulation changes.
  • Draft and provide legal opinion on contract language to improve compliance.

MINIMUM QUALIFICATIONS :

Some knowledge of management practices as well as experience providing technical proficiency, problem-solving, communication, and program area training.

Typically gained by at least one-year experience managing a major Program and providing leadership of professional staff.

Candidates may also qualify through completing upper-division college-level management coursework along with experience in a significant Leadership role.

Below is preferred experience. It is not required for the position but applicants with this experience may receive consideration over other applicants.

  • Active member in good standing of the Idaho State Bar Association. Typically gained by a passing score on the Idaho Bar and ability to provide a Good Standing certificate from the Idaho Bar Association.
  • Strong knowledge of state and federal laws and regulations affecting Medicaid. Typically gained by at least 2 years working for a state Medicaid agency or agency that subject to state and federal laws and regulations related to Medicaid.
  • Experience providing legal opinions and technical assistance for health and human services organizations. Typically gained by at least two years working for or in collaboration with a health and human services organization.
