Kind of Work

Arrowhead Regional Corrections (ARC) is seeking a highly qualified professional to serve as its Executive Director. The ARC Executive Director is responsible for all correctional services and oversees probation, parole (adult and juvenile), detention services (adult and juvenile), and other court related programs.

The incumbent provides leadership in establishing the vision and standards for the agency; guides development of programs, policies and strategies to accomplish ARC objectives;

enhances organizational effectiveness; and motivates staff to achieve the mission and goals of the agency in providing public safety.

Arrowhead Regional Corrections provides correctional services to five counties of Northeastern Minnesota's "Arrowhead" region, those counties are : Carlton, Cook, Koochiching, Lake and St.

Louis. ARC was formed under the guidance of the Minnesota Community Corrections Act and a joint powers agreement between the participating counties.

Arrowhead Regional Corrections is administered by a board of commissioners (referred to as the Executive Board). The ARC Executive Board is made up of eight county commissioners from the participating counties.

The five ARC counties make up 5% of the state's total population and 17% of the states geography.

Distinguishing Features of Work

STAFF RESPONSIBILITIES :

The Executive Director oversees four divisions consisting of Administration, Arrowhead Juvenile Center, Court & Field Services, and Northeast Regional Corrections Center.

ARC has a staff of roughly 250, including : 3 Division Directors (1 Court and Field, 1 NERCC, and 1 AJC), and 12 supervisors.

BUDGET :

ARC operations are managed by the Executive Director with final approval from the ARC Board. The operating budget for 2023 was $29 million.

Primary sources of revenue for the agency include contributions from each member county through the joint-powers agreement, the state of Minnesota Community Corrections Act Subsidy, corrections fees, grant funding, and miscellaneous income.

COMPLEXITY / CONTRACT ADMINISTRATION / BROADNESS OF SERVICES PROVIDED :

In making decisions to lead the agency, consideration must be given to all state and federal statutes, and requirements of the Community Corrections Act.

Considerable discretion is required to interpret the implementation and ongoing administration to meet the statutory requirements.

CONTACTS / ELECTORATE :

The Executive Director has frequent contact with public officials and partners in the criminal justice system. The Executive Director is appointed by the ARC Board and serves at the pleasure of the board.

The Executive Director has no direct responsibility to the electorate. The Executive Director is accountable for providing effective public protection in a cost-effective manner.

Selection Process

MINIMUM QUALIFICATIONS :

Master's degree in a relevant field AND five years of progressively responsible experience in corrections (which includes client based professional experience), or a closely related human service field, OR a Bachelor's degree in a relevant field AND six years of progressively responsible experience in corrections (which includes client based professional experience), or a closely related human service field.

At least three years of the years of experience must have been at a supervisory or administrative level in a human services field.

Possession of a valid driver's license.

Note : Client-based professional experience must involve providing direct client services.

PREFERRED QUALIFICATIONS :

Local government experience. Experience working closely and effectively with elected officials. Experience in forming relations with appropriate collateral agencies.

Record of creative and innovative approaches to job challenges. Excellent communication and interpersonal skills. Strong leadership characteristics and a track record of successful leadership experience.
