Job Overview :
We are seeking a skilled and detail-oriented IT Portfolio CPIC Business Analyst to support the effective management of IT investments through the Capital Planning and Investment Control (CPIC) process.
This role involves analyzing and managing IT portfolios, ensuring alignment with federal guidelines, and supporting budget formulation and execution for IT programs.
The ideal candidate will have experience with CPIC processes, federal IT investment frameworks, and a strong understanding of IT governance.
Responsibilities :
- Provide strategic guidance and hands-on support to federal clients, ensuring compliance with evolving Office of Management and Budget (OMB) Circular A-11, Exhibit 200 and 53 and other agency requirements.
- Support the agency’s CPIC process by conducting independent assessments of completed investments, providing oversight and guidance to the Investment Management team, and delivering final assessments.
- Assist in the development, submission, and management of IT business cases, ensuring alignment with strategic goals and investment priorities.
- Analyze and assess the performance of IT portfolios, providing recommendations for optimizing investments and aligning with agency priorities.
- Business Process Analysis consisting of identifying areas for improvement, developing solutions to enhance efficiency, analyzing data to provide insights to drive business performance, and creating detailed documentation of business requirements.
- Develop use cases, user stories, and functional specifications to guide system development.
- Assist in the development, implementation, and management of project plans and timelines.
- Analyze data sets and prepare reports for process improvements / system enhancements.
Qualifications :
- Bachelor’s degree in Business Administration, Information Systems, Finance, or a related field (Master’s degree preferred).
- 8+ years of related experience in CPIC, IT portfolio management, and / or IT investment management with a federal or government environment.
- IAM or IAT Level 3 certifications.
- Experience with business analysis tools (e.g., JIRA, Trello, MS Project).
- Proficiency in data analysis and reporting tools (e.g., Excel, Power BI, Tableau).
- Strong understanding of software development lifecycle (SDLC) and Agile methodologies.
- Knowledge of federal IT investment management policies, including OMB Circular A-11, Clinger-Cohen Act, and FITARA.
- Proficiency in portfolio management and CPIC tools (e.g., Primavera, eCPIC, SharePoint).
- Deep understanding of the CPIC process and IT investment management within federal frameworks.
- Experience with IT governance and risk management frameworks.
- Strong analytical, problem-solving, and communication skills.
- Familiarity with relevant security frameworks (e.g., NIST, ISO 27001, CIS).
