POSITION SNAPSHOT

The Director, Infrastructure and Capital Projects oversees all aspects of facility operations and implements long-term strategic investments.

This role is responsible for maintaining optimal physical conditions, leading capital improvement projects, and managing the facilities team.

This position manages a diverse portfolio of projects and prioritizes initiatives, focusing on implementing a robust State of Good Repair Program and collaborating on the Capital Projects Plan.

The Director of Infrastructure and Capital Projects plays a pivotal role in shaping the company’s future by understanding evolving work dynamics and modifying the built environment to accommodate upcoming changes.

This position requires local travel between MVTA locations and the flexibility for after-hour events and on-call duties.

KEY CONTRIBUTIONS

  • Spearhead MVTA’s Facilities Program, overseeing the operations and maintenance of nearly two million square feet of facilities across MVTA’s service area.
  • Develop and administer the facility asset management plan, operations and maintenance policies, plans, procedures, and inspection schedules.
  • Establish and monitor benchmarks for the operation and maintenance of facilities and equipment, aiming for an efficient, cost-effective, and secure provision of facilities services.
  • Ensure compliance with federal, state, and local building codes, environmental regulations, and safety standards.
  • Plan, budget, and execute capital improvement projects, including facility expansions, repairs, and upgrades. Work closely with the procurement department to develop project specifications, timelines, and cost estimates.
  • Develop and manage the facilities department’s budget, including operational and capital expenditures. Track expenses, analyze variances, and report on the financial status of facility operations and capital projects.
  • Identify cost-saving opportunities and improve operational efficiency within the department.
  • Explore and assess energy-efficient measures and other innovative solutions across MVTA facilities, integrating sustainability planning.
  • Collaborate with the administration department to secure funding for capital improvement projects and long-term facility planning.
  • Serve as a key liaison between MVTA and contractors and vendors on facility-related matters.
  • Work closely with internal teams to ensure facilities meet the needs of transit staff and riders.
  • Manage contractors and consultants to ensure the timely and cost-effective completion of capital projects. Monitor project progress and make adjustments to ensure that projects are completed on time and within budget.
  • Coordinate the agency’s response to after-hours facilities emergencies.
  • Perform other duties, as assigned.

CORE COMPETENCIES & CREDENTIALS

  • Bachelor’s degree in Facilities Management, Engineering, Architecture, Construction Management, Project Management, or related field.
  • 8+ years of experience in facilities management and / or building maintenance, project management, construction management, or similar with knowledge of building automation applications.
  • 2+ years of supervisory experience.
  • Experience with blueprints and building systems, operations, and maintenance.
  • Knowledge of OSHA, EPA, stormwater management, life safety, and environmental laws and regulations.

DESIRABLE COMPETENCIES & SKILLS

  • International Facility Management Association (IFMA) certification
  • Project Management Professional Association (PMP) certification
  • Building Operator Certification
  • Familiarity with B3 requirements and sustainability
  • Possession of, or ability to obtain a Minnesota Class A driver’s license
