Summary About the Position : Serves as Division Chief, Programming, Budget, and Procurement (J85) with USSOUTHCOM, Miami, Florida.
Leads SOUTHCOM efforts to secure resources through the POM, OSD Program and Budget Review, and associated advocacy efforts.
Leads team of Portfolio Managers that advise SOUTHCOM mission owners on resource allocation strategies to meet mission needs.
Leads team of Contracting Specialists that advise SOUTHCOM mission owners on procurement strategies. Responsibilities Plans, organizes, and oversees the activities of the Programming, Budgeting, and Procurement Division.
Provides management direction, planning, organizing and control for subordinate supervisors and nonsupervisory employees.
Plans the work in the Division. Evaluates performance and gives advice, counsel, and instruction to individual employees on both work and administrative matters.
Advises the Commander and principal staff on resources planning, programming, and budgeting policies and procedures and efficient use of resources.
Represents USSOUTHCOM in resource-related decision forums, steering groups and executive committees. Prepares USSOUTHCOM input to the Department of the Army Program Objective Memoranda.
Supports drafting of the Commander’s Posture Statement and leads the development of the Commander’s Integrated Priority List and Congressional Unfunded Priority List.
Maintains working relationships with, drafts communications, and coordinates up to the General / Flag Officer level with Combatant Commands, Joint Staff, Services, and other agencies.
