Summary About the Position : Serves as Division Chief, Programming, Budget, and Procurement (J85) with USSOUTHCOM, Miami, Florida.

Leads SOUTHCOM efforts to secure resources through the POM, OSD Program and Budget Review, and associated advocacy efforts.

Leads team of Portfolio Managers that advise SOUTHCOM mission owners on resource allocation strategies to meet mission needs.

Leads team of Contracting Specialists that advise SOUTHCOM mission owners on procurement strategies. Responsibilities Plans, organizes, and oversees the activities of the Programming, Budgeting, and Procurement Division.

Provides management direction, planning, organizing and control for subordinate supervisors and nonsupervisory employees.

Plans the work in the Division. Evaluates performance and gives advice, counsel, and instruction to individual employees on both work and administrative matters.

Advises the Commander and principal staff on resources planning, programming, and budgeting policies and procedures and efficient use of resources.

Represents USSOUTHCOM in resource-related decision forums, steering groups and executive committees. Prepares USSOUTHCOM input to the Department of the Army Program Objective Memoranda.

Supports drafting of the Commander’s Posture Statement and leads the development of the Commander’s Integrated Priority List and Congressional Unfunded Priority List.

Maintains working relationships with, drafts communications, and coordinates up to the General / Flag Officer level with Combatant Commands, Joint Staff, Services, and other agencies.

Additional information about transcripts is in this document. Specialized Experience : One year of specialized experience equivalent to the GS-14 grade level in the Federal service which includes leading and managing teams;

conducting planning, programming and budgeting activities; and communications with General / Flag Officer and Senior Executive Service levels.

This definition of specialized experience is typical of work performed at the next lower grade / level position in the federal service (GS-14).

You will be evaluated on the basis of your level of competency in the following areas : Budget Administration Contracting / Procurement Human Capital Management Written Communication Time in Grade Requirement : Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).

Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone no substitution of education for experience is permitted.

Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.

You will be required to provide proof of U.S. Citizenship. One year trial / probationary period may be required. Direct deposit of pay is required.

Salary includes applicable locality pay or Local Market Supplement. When you perform a Civilian Permanent Change of Station (PCS) with the government, the Internal Revenue Service (IRS) considers the majority of your entitlements to be taxable.
