Network Permitting Specialist

The Zoning and Permitting Specialist will be responsible for the preparation and submittal of various entitlement applications, permits, and agreements to facilitate the installation of communication facilities on Crown Castle poles, towers, fiber, and other infrastructure.

This role requires knowledge of municipal processes, codes, and ordinances, as well as frequent interaction with local governments and jurisdictions.

Responsibilities

• Prepare and submit zoning and permitting applications, while monitoring their progress. Address jurisdictional requests for additional information.
• Collaborate with the design team to facilitate permit drawings and construction documents for towers, utilities, and ground equipment.

Evaluate jurisdictional redlines, negotiate to remove preferences, and ensure requirements are met.

• Communicate effectively with the production team and customers, providing timely system updates. Manage zoning and permitting tasks according to specified processes and metrics.
• Serve as the entitlement lead in weekly customer meetings, providing expertise on municipal telecommunication codes and Federal Wireless Facilities Deployment legislation, including Section 6409(a).
• Prepare and submit 30-day and 60-day shot clock letters to jurisdictions, as required.
• Obtain and communicate zoning and permitting conditions of approval to internal teams.
• Oversee the management of outside Site Acquisition (SAQ) vendors and payment of applicable permitting fees, ensuring costs are properly allocated.
• Attend customer program management pre-project planning meetings to identify zoning and permitting requirements.
• Build and maintain relationships with municipal authorities, code enforcement staff, city councils, planning & zoning commissions, and neighborhood groups.
• Represent Crown Castle at municipal meetings to obtain zoning approvals.
• Serve as a liaison between jurisdictions and the Legal team to resolve complex permitting and zoning issues.
• Provide research, advice, and risk evaluations related to zoning and permitting processes for internal clients.

Education / Certifications

• Bachelor's degree in Business or a related field, or equivalent work experience.
• Wireless industry experience is preferred, but not required.
• Zoning and permitting experience is required.

Experience / Minimum Requirements

• 2+ years of proven experience in a municipality in a Planning, Zoning, Land Use capacity, or equivalent experience in the wireless industry or relevant military experience.
• Experience navigating corporate environments and working in team contexts is required.

Skills / Abilities

• Strong knowledge of planning and zoning codes affecting site development.
• Experience presenting to public and governmental entities.
• Familiarity with zoning applications, supporting documentation, and construction plans.
• Ability to manage multiple projects and tasks simultaneously.
• Strong problem-solving skills and ability to comprehend contracts, agreements, and title documentation.
• Excellent attention to detail, written, and verbal communication skills.
• Travel to local governments and municipalities is required.

Additional Details

The base range for this contract position is $32 - $42 / per hour, depending on experience.

Our pay ranges are determined by role, level, and location. The range displayed on each job posting reflects the minimum and maximum target for new hires of this position across all US locations.

Within the range, individual pay is determined by work location and additional factors, including job-related skills, experience, and relevant education or training.
