Organizational Unit Overview :

The Office of Institutional Planning, Assessment, and Research (IPAR) is directed by the Associate Provost for IPAR, who reports to the Provost and Senior Vice Chancellor for Academic Affairs.

IPAR facilitates university-wide academic planning, strategic planning, space planning, assessment, and evaluation activities and supports institutional decision-making.

IPAR collects, analyzes, warehouses, and disseminates data about East Carolina University, serving as the University's primary contact with The University of North Carolina System Office, the Southern Association of Colleges and Schools Commission on College (SACSCOC), and other external constituencies in meeting the data, reporting, and compliance requirements established by these various agencies / bodies.

Job Duties :

The Director of Institutional Research (DIR) is responsible for developing a comprehensive Institutional Research (IR) program to support the University's mission and strategic initiatives.

The position reports to the Associate Provost for IPAR and has management responsibility for all IR functions including supervising IR staff.

Decision Support (35%) : The DIR provides leadership for the collection, management, interpretation, and use of institutional data for decision-making in support of the University's mission and strategic goals.

Crucial decisions and planning strategies depend on the data provided by IPAR, but such data are not always readily available.

The DIR works with stakeholders to develop systematic methods to collect and integrate data from multiple sources and translate data into usable information.

The DIR ensures the accuracy and integrity of findings released in IPAR studies, advises on the appropriate uses of such studies, and specifically provides information and data interpretation to institutional leadership and committees to facilitate sound planning and actions.

The DIR is frequently called upon to develop, or assist in developing, reports and presentations that effectively communicate key research findings (such as key performance indicators) to a variety of audiences.

Data Analysis & Provision (20%) : The DIR oversees the provision, analyses, and reporting of institutional data to meet the needs of various internal and external stakeholders.

The Director shall follow the guidelines provided by the UNC System Office and external agencies to ensure data accuracy.

The DIR upholds data integrity by implementing standard business processes and maintaining thorough documentation of data provision guidelines and methodologies.

The DIR frequently provides consultations to stakeholders to establish appropriate data request parameters and define actionable research questions.

Collaboration & Project Management (20%) : The DIR works collaboratively with the Associate Provost as well as other directors and staff within IPAR on projects related to planning, assessment, and accreditation.

The Director also maintains good working relationships with faculty, staff, and units across campus as well as at the UNC System Office to enhance data quality and integrity.

The DIR will represent and promote IPAR by serving on university committees (such as those related to data governance) and ad-hoc working groups to facilitate appropriate and effective use of data.

The DIR often serves as a subject expert or project manager for interdepartmental projects that require institutional data.

Staff Supervision (15%) : The DIR supervises and mentors IR staff and delegates tasks with attention to staff workload and areas of expertise.

The DIR meets frequently with staff members, both in one-on-one and team meetings, to discuss projects and share information.

The DIR encourages and supports professional development among staff and performs annual performance evaluations. The DIR fosters a positive work environment for staff through positivity and flexibility, and demonstrates a democratic leadership style, involving team members in decision-making and valuing their input.

Data Governance (5%) : The DIR is a member of ECU's Data Governance Steering Committee and an ex-facto member of the university's Data Stewards Committee.

As such, the DIR assists in developing, implementing, and improving institutional policies and practices that are related to formal management of data assets at ECU.

These policies and practices address key issues such as data ownership, standardization, validity, reliability, access, and security.

The DIR is heavily involved in the promotion of data literacy and data quality across campus. The DIR may also serve on working groups reporting to one or both data governance committees on topics such as data confidentiality or analytics maturity.

Other Duties as Assigned (5%) : The DIR will be called upon to contribute to specific projects delegated by the Associate Provost.

This position is contingent upon available funding.

Minimum Education / Experience :

  • Master's degree from an accredited institution.
  • At least five years of experience working within an Institutional Research or equivalent office in a college or university.
  • Demonstrated ability to successfully lead and develop staff.
  • Experience with at least one statistical software package (e.g., SAS, SPSS, R).
  • Strong communication, collaboration, and project management skills.
  • Experience in supervising staff whose primary responsibility is writing queries to retrieve, manage, and present data.

License or Certification Required by Statute or Regulation :

None

Preferred Experience, Skills, Training / Education :

  • At least 5 years of relevant experience (e.g., data collection, analysis, interpretation; project management) in a higher education management / leadership role supervising multiple staff.
  • Knowledge of current and emerging data visualization techniques and appropriate software packages that facilitate visualization (e.

g., Power BI, Tableau).

  • Demonstrated experience with quantitative research methods and a sound knowledge of qualitative research methods.
  • Knowledge of enterprise-level relational databases (e.g., Banner), data warehouse concepts / systems, and data extraction with SQL.
  • Familiarity with federal and state reporting requirements for post-secondary institutions, especially those that are part of a system.
  • Ability to understand, manage, interpret, and ensure the quality of complex datasets.
  • Ability to attend to multiple projects simultaneously and meet deadlines.
  • Ability to organize and analyze data and present findings to a variety of audiences.
