Mortgage Compliance Program Manager

Summary :

The Mortgage Compliance Program Manager will oversee and ensure the effective execution of the Compliance Monitoring & Testing program.

They will ensure that the Bank's mortgage operations are in compliance with applicable laws and regulations, and internal policies including but not limited to the adherence to Regulation X, V, Z, and Technical Requirements of Reg.

B, C, and the OCC Flood regulations. The incumbent will also collaborate with cross-functional teams to ensure adherence to compliance requirements and provide training and guidance to staff on compliance matters.

Job Responsibilities :

Compliance Monitoring & Testing Lead the Compliance Monitoring & Testing program and manage the annual compliance schedule for the Mortgage Origination and Servicing compliance monitoring with senior management and business lines to define the objectives and scope of compliance timely tracking and validation of remedial actions, confirming the resolution of issues identified during testing.

Maintain meticulous records of testing results for audits and reviews by regulatory bodies and senior people with a matrixed reporting relationship to execute on the testing program designed in concert with the Chief Compliance Officer.

• Process Effectiveness and Improvement Evaluate the effectiveness of current processes and controls and provide strategic direction for comprehensive testing results and recommendations to stakeholders, driving process and control improvements.
• Regulatory Relations Serve as an effective and trusted liaison between the Prudential and Consumer Compliance regulators on behalf of executive management.
• Data Quality and Reporting Oversee the design and implementation of data quality standards and requirements, ensuring key metrics are relevant and up-to- and maintain key metrics for Risk Management, providing quantitative analysis to support decision-making.
• Regulatory Knowledge Keep abreast of regulatory changes and emerging issues to continuously improve the compliance the regulatory environment and develops processes for responding to new or amended and participate in compliance training programs.
• Other Responsibilities Performs other job-related duties as may be assigned.

Job Requirements :

• Bachelor's degree in a relevant field. Graduate Degree preferred.
• Advanced proficiency in Microsoft Office Suite and strong auditing, analysis, and quality control skills.
• Minimum 12 years of experience in a Consumer Compliance, Audit, or Quality Assurance leadership role within the financial industry.
• Experience as a leader of people for a minimum of 5 years.
• Expertise in QA, Testing, Internal Audit, and / or Regulatory Compliance Reviews.
• Exceptional project management skills with the ability to oversee multiple tasks and deadlines.
• Comprehensive knowledge of the RESPA, TILA, SAFE Act, HOPA, HOEPA, SCRA, MLA, FCRA, Protecting Tenants at Foreclosure Act, and OCC Flood Regulations.
• Knowledge of UDAAP, HMDA, FHA, and ECOA, are a plus.
• Prior experience at an FFIEC member agency is highly desirable.
• Experience with interfacing with the OCC and CFPB is highly desirable.
• Relevant certifications such as CRCM and CMCP are highly desirable or equivalent designations within the FFIEC member agencies.
• Proven track record in drafting testing programs, process development, and corrective action implementation.
• Outstanding collaboration and communication skills, both written and verbal to work with internal and external stakeholders to advance compliance management position.
