Summary :

The EO / EEO Specialist will provide on-going direction and support to the National Guard Bureau, Office of Equal Opportunity, Complaints Management and Adjudication (NGB-EO / CMA) Division.

The position will be responsible for assisting with the development and application of National Guard Bureau programs which establish policy, assign responsibilities, and institute procedural guidance to execute and ensure compliance of the delivery of the Equal Opportunity / Equal Employment Opportunity in accordance with Chief National Guard Bureau Instructions and Manuals, DoD Directives 1350.

2, 1440.1, Title VII of the Civil Rights Act of 1964, Title 29 Code of Federal Regulation 1614, the National Defense Authorization Act, and related civil rights and anti-discrimination laws.

Responsibilities

Essential Job Functions :

  • Assist the Chief, Complaints Management and Adjudication with the processing and adjudication of informal and formal complaints of unlawful discrimination / workplace harassment for National Guard Military members and National Guard civilian employees Serve as a technical expert on complaint processing issues.
  • Monitor and advises on the pre-complaint (informal) counseling process.
  • Advises aggrieved employees and management concerning discrimination complaint procedures : facilitate in the investigative stage of complaints or requests assignment of investigators or complaints examiners;

attempts resolution of issues; discusses issues with aggrieved members to determine if they are within the purview of EO / EEO statutes.

  • Counsels aggrieved employees during the pre-complaint (informal) counseling stage of the discrimination complaint process.
  • Analyzes formal complaints to assure their technical sufficiency and ensure that case files are correct and complete.
  • Review Final Agency Decisions.
  • Conducts studies, surveys, or questionnaires as needed to identify problems or barriers to EEO recommends specific actions to treat the cause of the problem or eliminate the barriers.
  • Prepares, or assists in the preparation of, various recurring reports, including : Equal Employment Opportunity Commission (EEOC) Management Directive (MD) 715, EEOC 462 report, OSD Incidents of Unlawful Discrimination and Sexual / Workplace Harassment report, complaint workload, etc.
  • Prepares policies and correspondence as directed by the Director, Equal Opportunity, and / or Chief, Complaints Management and Adjudication, and serves as a liaison between the agency and organizations addressing equal opportunity issues and concerns.
  • Maintains close liaison with State Equal Employment Managers and NGB management officials to discuss the EEO program to achieve improvements in planning, training, and management efforts to solve systemic problems.

Qualifications

Necessary Skills and Knowledge :

  • Excellent oral and written communication and presentation skills.
  • Excellent collaboration skills.
  • Proficient in the use of the entire Microsoft Office Suite to include Outlook, Excel, Word, PowerPoint and MS Access.

Minimum Qualifications :

  • Bachelor's degree in a related field with at least 6 years of related experience OR a master's degree in a related field with 4 years of related experience, or high school diploma / equivalent with at least 10 years of related and demonstrated work experience.
  • Applicants must be EO / EEO qualified with 7 years of experience.
  • Ability to successfully pass a background check.

Preferred Qualifications :

Familiarity with the military, family programs, other military Service member support programs.
