What You Will Be Doing

This position is part of the Division of Forestry & Fire Protection's Forestry Program and is responsible for all levels of routine and complex procurement activities for goods and services, and for contract administration of all Forestry contracts and leases.

This position serves as the State Manager for the US Forest Service's Federal Excess Personal Property and Firefighter Programs.

The incumbent will be responsible for compliance with all program regulations and the requisition, acquisition, receipt, assignment, tracking, and disposition of federal excess property for the State and rural program cooperators.

The Division of Forestry & Fire Protection fosters a mission-driven culture responsible for protecting Alaska’s values, including life and property, from wildland fire.

The Division works closely with federal, state, and local emergency response agencies, as well as private industry vendors, to provide wildland fire management and protection for the State of Alaska.

The Forestry Program's administrative section's position is integral to administratively supporting Forestry & Fire Protection's workforce.

The high-functioning administrative team that you will join supports the boots on the ground that ensure the safety of people, property, and resources in Alaska and nationwide.

Who We Are Looking For

Considerable experience and knowledge of procurement functions, including :

  • Considerable knowledge of property control.
  • Knowledge of purchasing and contracting principles and practices, preferably in a government setting.
  • Ability to read and understand laws, regulations, and policies and apply them to various procurement actions.
  • Excellent written and verbal communication skills.
  • Good computer skills, including Microsoft applications (Word, Excel, Outlook, Teams, PowerPoint). Experience with an electronic finance / procurement system is highly desirable.
  • Information system experience such as state accounting - Integrated Resource Information System Financial (IRIS-FIN); financial - Alaska Data Enterprise Recording (ALDER);

procurement - Integrated Resource Information System Procurement (IRIS-PRO).

Minimum Qualifications

Any combination of education and / or experience that provides the applicant with competencies in :

Contracting / Procurement / Property Control : Knowledge of various types of contracts, techniques, or requirements for contracting or procurement, contract negotiation and administration;

procedures for routine and non-routine purchases; practices and methods used for property control activities, including acquisition, storage, accounting, and controlled property excess.

  • Compliance : Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance.
  • Technical Competence : Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job;

works with, understands, and evaluates technical information related to the job; advises others on technical issues.

Writing : Recognizes or uses correct English grammar, punctuation, and spelling; communicates information (for example, facts, ideas, or messages) in a brief, clear, and organized manner;

produces written information, which may include technical material, that is appropriate for the intended audience.

Competencies means a combination of interrelated knowledge, skills, abilities, and behaviors that enable a person to act effectively in a job or situation.

Typically gained by means the prevalent, usual method of gaining the competencies expected for entry into the job.

Training and education in this guidance are synonyms for the process of acquiring knowledge and skills through instruction.

Some positions in the series may require an Alaska driver's license.
