Description : Incumbent serves as Safety Coordinator / Store Clerk for the Vigo County Highway Department, responsible for maintaining inventory of parts / supplies, conducting job safety training, and performing on-site safety inspections.

Examples of Duties

Manages department storeroom, including maintaining inventory, ordering parts, supplies, and materials, and stocking and / or returning parts.

Performs annual physical inventory for store, office, tools, equipment, and vehicles in North and South buildings and yards.

  • Performs various clerical tasks, including, but not limited to, keeping track of vehicle / equipment history and warranties, maintaining records / files, maintaining / updating inspection sheets in computer, obtaining quotes from vendors / suppliers, preparing inventory spreadsheets, and generating monthly and year-end reports.
  • Tracks purchase orders and maintains records of purchase order numbers and vendors. Communicates with vendors to check on delivery of parts ordered.
  • Answers telephone, determining nature of call, providing information and assistance, taking messages, and / or routing calls to appropriate individual or department.
  • Receives and logs complaints from the public regarding condition and maintenance of County roads. Communicates road closure information to E-911 and local school corporations.
  • Keeps track of and orders oil, hydraulic oil, and off road diesel.
  • Drives County vehicle to pick up parts and supplies as needed.
  • Conducts monthly safety awareness meetings with department employees to ensure compliance with safety and environmental policies.

Performs safety training and testing for supervisors, reviews results, and maintains training / testing records.

Travels to job sites to observe work conditions and perform safety inspections. Reviews safety inspection reports and investigates unsafe conditions reported by supervisors, employees, or the public.

Implements necessary changes to maintain safe workplace and ensure compliance with safety standards. Approves and / or recommends necessary expenditures to correct unsafe conditions.

  • Investigates accidents / injuries and assists with completion of accident / injury reports.
  • Maintains all department environmental records. Performs environmental inspections of North and South buildings / yards, ensures clean-up of road spills, and maintains records of spills and inspections for the state.
  • Maintains neat and orderly office area.
  • Maintains allowed safety budget, including working with Maintenance Supervisor to maintain approved budget.
  • Operates a variety of hand and / or power tools in performance of duties, including, but not limited to, hammers, screw divers, wrenches, air nozzle, steam cleaner, pressure washer, mop, broom, and other hand / power tools as needed.
  • Performs related duties as assigned.

Typical Qualifications

  • High school diploma or GED.
  • Must be at least 18 years of age.
  • Ability to meet all department hiring requirements, including passage of a drug test.
  • Thorough knowledge of and ability to make practical application of Department safety policies and procedures and OHSA guidelines.
  • Basic knowledge of department software and ability to manage inventory and generate related reports.
  • Knowledge of standard filing systems and ability to create and maintain accurate records and files.
  • Working knowledge of standard English grammar, spelling, and punctuation, and ability to prepare written reports and complete required paperwork.
  • Ability to operate standard office equipment, such as computer, calculator, copier, telephone, fax machine, and two-way radio.
  • Ability to supervise community corrections workers, including making work assignments and providing training.
  • Ability to effectively communicate with co-workers, other County departments, vendors, and the public, including being sensitive to professional ethics, gender, cultural diversities and disabilities.
  • Ability to comply with all employer and Department policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct.
  • Ability to provide public access to or maintain confidentiality of Department information and records according to state requirements.
  • Ability to competently serve the public with diplomacy and respect, including occasional encounters with irate / disgruntled persons.

Ability to understand, memorize, retain, and carry out oral and written instructions and present findings in oral or written form.

  • Ability to compile, compare, analyze and evaluate data, and make determinations based on data analysis.
  • Ability to work alone with minimum supervision and with others in a team environment, occasionally under time pressure, and on several tasks at the same time.

Ability to apply knowledge of people and locations, plan / layout work assignments, and count / perform basic arithmetic calculations.

  • Ability to plan and present public speaking presentations and conduct safety meetings and training.
  • Ability to operate a variety hand and / or power tools in performance of duties, such as hammers, screw divers, wrenches, air nozzle, steam cleaner, pressure washer, mop, broom, and other hand / power tools as needed.
  • Ability to occasionally work extended hours, evenings and / or weekends, and occasionally travel out of town for training / seminars.
  • Possession of a valid driver's license and demonstrated safe driving record.

Supplemental Information

Incumbent works according to a formal schedule with priorities primarily determined by seasonal deadlines. Assignments are guided by broad policies and / or general objectives with incumbent referring to supervisor when interpretations of departmental policies, programs, or expenditures are thought necessary.

Incumbent receives general supervision and has a high degree of flexibility in the job. Incumbent's work is reviewed through random checks at critical phases and upon completion of specific duties.

Incumbent reports directly to Superintendent.

Incumbent's duties may involve moderate physical exertion, such as standing / walking for extended periods, lifting / carrying objects weighing 25-50 pounds, pushing / pulling objects, crouching / kneeling, bending, reaching, handling / grasping / fingering objects, hearing sounds, and driving.

Incumbent performs majority of duties in a storeroom and outdoors when performing inspections, and may be exposed to normal hazards associated with road maintenance, including heavy machinery, traffic, excessive noise, moving parts, grease, dirt, dust, toxic chemicals, vehicle fumes, and inclement weather.

Safety precautions must be followed at all times to avoid injury to self or others and protective gear, such as boots, safety vest and goggles, must be worn according to Department policy.

Incumbent occasionally works extended hours, evenings, and / or weekends and occasionally travels out of town for training / seminars.
