Marketing & Communications Director
The Utah Governor's Office of Economic Opportunity seeks a talented Marketing & Communications Director to lead its Marketing Communications team. The high-level objectives of this crucial role are :
- Provide strategic leadership and thoughtful management for the marketing and communications in-house team of approximately seven people and approximately two vendor contracts.
- Ensure strength and integrity of the Governor's Office of Economic Opportunity brand and sub-brands for GOEO programs.
- Develop and oversee a marketing and communications strategy in collaboration with the GOEO executive team and Marcomm team to foster buy-in and create accountability while achieving the imperatives outlined in GOEO's upcoming strategic plan.
Principal Duties
The Director will oversee team and vendor success in all aspects of strategy, advertising, marketing, and communications, which may include :
Marketing & Digital PresenceBusiness.Utah.Gov (Design, Content, Search Engine Marketing)Programmatic and Endemic AdvertisingSocial MediaEmail MarketingPrint PublicationsSEO and Content Strategy to ensure GOEO is a primary, authoritative source for Utah economic data.Strategic Communications & Media RelationsExecutive Communication Counsel : Serve as the primary communications advisor to the Executive Director and GOEO leadership, developing executive messaging, talking points, and strategic external communications for high-level government and industry engagements.Media Strategy & Oversight : Direct the overall strategy for media relations and public affairs, and ensure consistency of messaging across all platforms.Crisis Communications : Develop and maintain comprehensive plans for managing high-profile issues and potential reputational crises related to economic policy, business incentives, or high-profile state announcements, and oversee the tactical response.Policy Narrative : Direct the creation of compelling stories (editorial, video, photography) that translate complex economic data and policy into an accessible, positive public narrative about Utah's prosperity.Public Relations Direction : Provide strategic direction and final approval for all public relations activities and proactive media pitching to secure coverage for GOEO programs and initiatives.Multimedia Storytelling (Editorial, Video, Photography) oversight.Leadership, Vendor & Executive CoordinationManage contracted agency partners and associated budgets including the agency of record.Coordinate with the GOEO executive team to :Provide and acquire data to assist in preparing strategies and evaluating campaigns.Set growth and performance benchmarks, and establish analytics and dashboards for key performance criteria.Determine strategic questions and help determine how to obtain the data to answer them.Oversee the creation of a campaign production calendar of campaigns and activities.Regularly present to the Economic Opportunity Board.Ideal Candidate
A Bachelor's degree in communications, journalism, media relations, or a related field is preferred.Successful track record in senior marketing roles and creating marketing campaigns.Excellent leadership, communication, interpersonal, and decision-making skills.Proven experience providing executive communications counsel and managing public information functions, including media relations (proactive and reactive).Experience with various advertising and marketing media channels including programmatic advertising, video, digital banners, social media, PPC, SEO, print, and out-of-home.Proven ability to plan and manage budgets.Experience coordinating with multiple vendor agencies.Experience managing communications for a company, organization, or department.An understanding of how to develop and pitch story ideas to the media.A performance history of creating a culture of trust, collaboration, and fun among a dynamic team of creatives.Familiarity with the creative side of marketing and design.Ability to multitask, analyze data, and summarize information.Ability to understand the marketing and communication needs of multiple programs while sticking to an overall strategy.Ability to travel both in-state and out-of-state (Estimate 10% of time spent traveling).Proficiency in crafting presentations and ability to present and speak in front of a group.Comfortable receiving feedback from multiple sources.Collaborative, open-minded, and insightful.Proficiency in Adobe Suite, MS Office, Keynote, and cloud-based & team sharing platforms (i.e., Google Products such as Drive, Calendar, Docs, Sheets, Slides).Experience in business communications, particularly with public and private partnerships.Experience with project management software such as Basecamp or Asana and communication software such as Slack.Proficiency with HTML, content management systems, and design software.About the Utah Governor's Office of Economic Opportunity
